After a disappointing year in 1997, the president dismissed in January, 1998 and his Minister of the agriculture, got accused of inefficiency. The grain crop was under the estimates, but it allows the country to export. In March, 1998, N. Nazarbaev announced the launch of a reform of the farming sector, which forecasts the grant of a patch of land to each inhabitant in rural zones.
