The contribution of the agriculture in the GDP has dropped from 25% in 1990 to 13.6 % in 1998. The reform of this sector is at standstill because the Ukrainian Parliament restrains as much as possible its privatization. As a consequence, the private land property, authorized by the Constitution, is called into question by the Parliament which has adopted a moratorium of six years on the marketing of agricultural lands.
